TFS 2013 Sharepoint permissions issues with TFS Admin tool 2.3

I have an user A(TFS project admin,Sharepoint full control access,Reporting Services -Content manager) getting the below error when trying to give sharepoint permission to another user B through TFS admin tool 2.3.User A is able to give TFS and reporting services.

Subsites have broken inheritance at places.
