TFS Administration Tool: Unable to Connect to Server

I am getting the following error when trying to connect using the TFS Administration Tool:

The remote server returned an error: (404) Not Found.

Unable to connect to the server. Please make sure that the server name and port are correct.


This TFS Admin Tool worked fine in the past.  I believe that there have not been any configuration changes.  But now I'm getting this error.  Why might this error be occurring and how can I correct it?
